Abstract

Purpose:

The cost of subscribing and maintaining Electronic Journal (e-Journal) consortia is growing rapidly under the recently diffusing Open Access (OA) environment. And the library's e-journal subscription fee and the OA publishing fee paid by the researchers are double dipping. This study proposes a conditional model of OA consortia focusing on the Hybrid OA Journals.

Methods:

We analyzed Hybrid OA status, RoMEO policy and article processing charges (APC) pricing of each journal for 14 items of Korean Medical Library Association (KMLA) e-journal consortia. We conducted a research proposal to the provider by applying the offset system model, subscription agency APC discount voucher providing model, and Supporter Membership OA model to the three selected consortia items. A case study on DBpia database also included fundraising OA consortia content.

Results:

As a result of proposing a customized condition model to the selected four consortia, the LWW product were proposed the offset model and is still under discussion. In the case of RSNA and BMC Support er Membership, we were able to confirm the basis of the transparent APC calculation and receive an APC voucher offering proposal. Publishers and libraries agree on the double dipping phenomenon according to APC.

Conclusion:

It is expected to expand the role of the library and librarian in addition to the development of the APC voucher system and the provision condition of various resources, rather than a simple subscripti on cost reduction method.
